This is the highest-sovereignty variant of RKP-3 (Hybrid). The anchoring mechanics are identical - the difference is that both the cloud infrastructure (OVH) and the blockchain (EBSI) are fully EU-operated and EU-governed.

Which Records Go On-Chain vs. Off-Chain
